Directors of Pastoral Care, Inc.

Jim Fuller, Executive Director

Jim is the founder and visionary of Pastoral Care, Inc. Jim has a heart for pastors, and has devoted his life to supporting and strengthening them, and thus supporting and strengthening our churches.

Jim has served as Executive Director for over 20 years and has personaly grown Pastoral Care to one of the largest ministries for pastors and churches in America, blessing thousands  of pastors every year across our Nation. Jim's goal is to establish this ministry in every state, independently working to bless pastors for years to come.  Pastors need a safe and confidential ministry for them, one who cares and understands the needs of a pastor. Jim has strived to create such a ministry that is vitally needed in our day and time.

Jim is a Licensed Professional Counselor. He has a master’s degree from Oral Roberts University in 2006 and a bachelor’s degree in Business Administration from Oklahoma State University in1975.

Jim and his wife Susie live in Okmulgee, Oklahoma. They have been married 51 years, have one daughter with two grandchildren.

Kevin Akins, Associate Director

Kevin and Kendra Akins has been on our staff for 14 years. He is now our Associate Director.  Kevin is an ordained minister and recently accepted to be the pastor in Elk City, Oklahoma.

He has traveled as a full-time evangelist for the past 10 years. His ministry traveled over much of Oklahoma, Missouri, West Texas and parts of Colorado. Kevin soon realized the struggles these pastors often face everyday.

Before evangelizing, Kevin and his wife served as pastors but have always had a heart for ministers and discovered ways to bring encouragement to them. They established a retreat center called Journey's Inn, built in the heart of Oklahoma. Their goal was to strengthen our ministers and churches through their ministry. Their ministry theme was “Winning the Hearts of Men for the Heart of God in the Heart of America”.

Being a pastor, Kevin understands the need for such a ministry as PCI. They need encouragement, support, and a safe place to turn for help. Kevin and Kendra have two children, one married son living in Missouri and one daughter living in Texas.

Joel Coots, Director

Pastor Joel “Joey” Coots began serving in ministry as a young teenager, developing a lifelong passion for serving the body of Christ.

Alongside his early ministry involvement, Joey cultivated a strong love for music. At the age of 15, he began playing drums for local Southern Gospel groups, which led to performing with two semi-professional groups—one of which won the National Quartet Convention competition for Best Group. He later played professionally out of Nashville, Tennessee, with the Southern Gospel group Naomi and the Segos. After coming off the road to marry Kim, Joey co-founded the contemporary Christian band Freedom, focused on reachingg the younger geeneration with the gospel.

In 1995, at the age of 27, Joey accepted the call to pastor his first church, Hopewell Baptist Church—one of Alabama’s oldest Baptist churches, established in 1824. Located in a rural community, Hopewell had never had a full-time pastor and maintained a membership of fewer than 60 people. Joey and Kim began their ministry with a congregation of approximately 30 people and a renewed vision from God. Over the next seven years, the church experienced steady spiritual and numerical growth, expanding to more than 200 attendees. In 1999, Joey became Hopewell’s first full-time pastor.

In September 2002, Joey sensed God’s call to pastor another rural church in Eva, Alabama, following a difficult church split. Confident in God’s direction, he and Kim relocated and soon relaunched the church under a new name—Journey Church—with an initial attendance of approximately 60 people. God faithfully brought mature couples who formed the foundation of the church’s elder leadership, along with many others who embraced the vision and mission of the church. The church now has  an average attendance of 375 people in a town of approximately 583 residents.

With more than 31 years of pastoral ministry experience, Pastor Joey is also an author. He has written the book Church: How to Enter and How to Exit and is currently working on two additional books—one on church followership and another focused on marriage. Joey has spoken and ministered across the United States and internationally in Guatemala, Honduras, Cuba, and Africa.

Pastor Joey has a deep love for the Church and a special heart for pastors and their families—whether full-time or bi-vocational, serving in large churches or small rural congregations, in cities or rural communities. He believes every pastor needs a pastor and every church deserves access to meaningful relationships, practical resources, and spiritual encouragement to help them grow, thrive, and expand the Kingdom of God.

Joey and his wife, Kim, were both raised in northern Alabama and have been married since February 1990. They have four daughters and three grandchildren.

Bill Savage, Director

Bill Savage, alongside his wife Amy, serves as the Lead Pastor of New Life Assembly in Collinsville, Oklahoma. He carries a deep passion for seeing pastors thrive spiritually, emotionally, and relationally—because healthy pastors ultimately lead to healthy churches. His desire to encourage other pastors is shaped not only by years of ministry experience, but also by personally receiving encouragement and support through Pastoral Care Inc., making it a privilege for him to now serve as a Director.

Pastor Bill is actively involved in both church and community leadership, serving as President of the Ministerial Alliance and facilitating small-church leadership roundtables throughout Oklahoma. These experiences reflect his ongoing commitment to developing strong, sustainable pastoral leadership.

In December 2025, Bill completed a Master of Arts in Missional Leadership through Trinity Graduate School, further equipping him to serve pastors with clarity, compassion, and a Kingdom-minded vision. He is genuinely excited to invest in the next generation of leaders and walk alongside pastors with wisdom, care, and hope as they pursue faithful, healthy ministry.
